Compliance with the terms of periodic technical inspection is a legal obligation for car owners. Violation of the term leads to administrative liability, which is currently based on a progressive model of financial sanctions. This means that without timely response, repeated cases of fines increase the amount of the amount to be paid.
Below is information on the main tariffs and regulations that are currently in force:
First offense: Initial sanctions
When a vehicle that has not passed a technical inspection is detected by a traffic video surveillance system or patrol police, an appropriate penalty report is issued:
For individuals: the fine is 50 GEL.
For legal entities (vehicle owned by a company): the fine is 200 GEL.
It is important to note that the Code of Administrative Offenses does not specify a daily limit on the number of fines. Until the vehicle passes the prescribed inspection, driving it constitutes a continuous violation. Accordingly, each subsequent inspection at a different location may become the basis for a new penalty protocol.
The rule for increasing sanctions in case of repeated violations
According to the current legislation, if after a certain period of time after the first fine, the vehicle is again inspected without inspection, the sanctions are tightened. The system is aimed at ensuring that the owner ensures the vehicle’s technical condition in a timely manner:
The second stage: in case of repeated inspection, an individual is fined 150 GEL, and a legal entity - 300 GEL.
The third and subsequent stages: in case of failure to eliminate the violation, the sanction for an individual increases to 300 GEL, and for a legal entity - to 500 GEL.
Ultimately, a long-term violation of the technical inspection deadline is associated with significant financial costs, since each subsequent stage provides for an increased fee.
Administration process
Identification of violations of the periodic technical inspection obligation is carried out in two main ways:
Video control: Recording and sanctioning of violations is carried out in an automated manner. Smart cameras located throughout the city identify license plates and check the dates in the database.
Patrol control: Patrol police have the right to check the technical inspection status of a vehicle directly while patrolling the roads. In case of detection of a violation, a police officer is authorized to draw up an administrative violation report on the spot.
It is important for drivers to note that the fine recorded by the cameras (video fine) and the report written by the patrol on the spot have equal legal force.
